Zat\u00edmco pivo a lihoviny jsou zdan\u011bny na \u00farovni ostatn\u00edch zem\u00ed Evropsk\u00e9 unie, tich\u00e9 v\u00edno nen\u00ed zdan\u011bno v\u016fbec,\u201c<\/em> uv\u00e1d\u00ed hlavn\u00ed ekonom BH Securities \u0160t\u011bp\u00e1n K\u0159e\u010dek s\u00a0t\u00edm, \u017ee v \u010cesk\u00e9 republice dlouhodob\u011b dominuje ve v\u00fdb\u011bru spot\u0159ebn\u00ed dan\u011b z\u00a0alkoholu da\u0148 z lihu, kter\u00e1 \u010din\u00ed dv\u011b t\u0159etiny celkov\u00e9ho objemu (v roce 2023 9,2 mld. korun). Zbylou t\u0159etinu tvo\u0159\u00ed v\u00fdnos ze spot\u0159ebn\u00ed dan\u011b z piva. Da\u0148 ze \u0161umiv\u00e9ho v\u00edna dosahuje m\u00e9n\u011b ne\u017e 4 % v\u00fdnosu spot\u0159ebn\u00edch dan\u00ed a z\u00a0tich\u00e9ho v\u00edna neputuje do rozpo\u010dtu ani koruna. Jen zdan\u011bn\u00edm stejnou sazbou dan\u011b, jak\u00e1 je v\u00a0sou\u010dasnosti stanovena u \u0161umiv\u00e9ho v\u00edna, by st\u00e1tn\u00ed rozpo\u010det z\u00edskal p\u0159ibli\u017en\u011b dv\u011b miliardy korun,\u201c <\/em>upozor\u0148uje \u0160t\u011bp\u00e1n K\u0159e\u010dek. Vinice maj\u00ed velk\u00fd v\u00fdznam pro krajinu a ochranu \u017eivotn\u00edho prost\u0159ed\u00ed, stejn\u011b jako ovocn\u00e9 sady. Sklize\u0148 hrozn\u016f a v\u00fdroba v\u00edna je odm\u011bnou za ka\u017edoro\u010dn\u00ed \u00fapornou pr\u00e1ci. Prodej levn\u00fdch dovozov\u00fdch v\u00edn na\u0161im vina\u0159\u016fm \u0161kod\u00ed, upoza\u010fuje jejich skv\u011bl\u00e9 v\u00fdrobky a d\u00e1v\u00e1 p\u0159ednost v\u00edn\u016fm p\u011bstovan\u00fdm jenom pro zisk daleko za hranicemi na\u0161\u00ed zem\u011b. Zaveden\u00ed spot\u0159ebn\u00ed dan\u011b by ur\u010dit\u011b sn\u00ed\u017eilo disproporci mezi levn\u00fdmi, \u010dasto nekvalitn\u00edmi dovozov\u00fdmi v\u00edny, a kvalitn\u00ed dom\u00e1c\u00ed produkc\u00ed<\/em>,\u201c je p\u0159esv\u011bd\u010den\u00fd Vladim\u00edr Darebn\u00edk, v\u00fdkonn\u00fd \u0159editel Unie v\u00fdrobc\u016f a dovozc\u016f lihovin \u010cesk\u00e9 republiky. Podle n\u011bj ur\u010dit\u011b neplat\u00ed argument, \u017ee by byli zaveden\u00edm spot\u0159ebn\u00ed dan\u011b \u010de\u0161t\u00ed a morav\u0161t\u00ed vina\u0159i znev\u00fdhodn\u011bni.<\/p><p style=\"font-weight: 400;\">Pr\u00e1v\u011b cena je podle odborn\u00edk\u016f kl\u00ed\u010dov\u00fdm faktorem v\u00fdb\u011bru alkoholu u lid\u00ed, kte\u0159\u00ed jej konzumuj\u00ed nezodpov\u011bdn\u011b nebo v\u00a0nadm\u011brn\u00e9 m\u00ed\u0159e. Podle odhad\u016f v obdob\u00ed p\u0159ed metanolovou af\u00e9rou poch\u00e1zelo a\u017e 25 % lihovin z \u010dern\u00e9ho trhu. Dnes po zaveden\u00ed nov\u00fdch p\u0159\u00edsn\u00fdch podm\u00ednek pro evidenci lihovin spojen\u00fdch s v\u00fdb\u011brem spot\u0159ebn\u00ed dan\u011b je tento trh odhadov\u00e1n na m\u00e9n\u011b ne\u017e 5 %. Podle Darebn\u00edka bylo sice nutn\u00e9 kv\u016fli zp\u0159\u00edsn\u011bn\u00e9 kontrole zav\u00e9st pom\u011brn\u011b n\u00e1kladn\u00e9 nov\u00e9 administrativn\u00ed procesy, ale ve v\u00fdsledku s pozitivn\u00edmi p\u0159\u00ednosy pro tuzemsk\u00e9 producenty lihovin a celou spole\u010dnost. A legislativn\u00ed podm\u00ednky pro podnik\u00e1n\u00ed a nastaven\u00ed dan\u00ed by podle n\u011bj m\u011blo b\u00fdt spravedliv\u00e9 pro v\u0161echny druhy a v\u00fdrobce alkoholu bez v\u00fdjimky, tedy i pro zahrani\u010dn\u00ed a tuzemsk\u00e9 vina\u0159e.<\/p>\t\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section Zaveden\u00ed spot\u0159ebn\u00ed dan\u011b by ur\u010dit\u011b sn\u00ed\u017eilo disproporci mezi levn\u00fdmi, \u010dasto nekvalitn\u00edmi dovozov\u00fdmi v\u00edny, a kvalitn\u00ed dom\u00e1c\u00ed produkc\u00ed<\/em>,\u201c je p\u0159esv\u011bd\u010den\u00fd Vladim\u00edr Darebn\u00edk, v\u00fdkonn\u00fd \u0159editel Unie v\u00fdrobc\u016f a dovozc\u016f lihovin \u010cesk\u00e9 republiky. Podle n\u011bj ur\u010dit\u011b neplat\u00ed argument, \u017ee by byli zaveden\u00edm spot\u0159ebn\u00ed dan\u011b \u010de\u0161t\u00ed a morav\u0161t\u00ed vina\u0159i znev\u00fdhodn\u011bni.<\/p><p>Pr\u00e1v\u011b cena je podle odborn\u00edk\u016f kl\u00ed\u010dov\u00fdm faktorem v\u00fdb\u011bru alkoholu u lid\u00ed, kte\u0159\u00ed jej konzumuj\u00ed nezodpov\u011bdn\u011b nebo v\u00a0nadm\u011brn\u00e9 m\u00ed\u0159e. I proto lze na \u010desk\u00e9m trhu pozorovat trend n\u00e1r\u016fstu spot\u0159eby levn\u011bj\u0161\u00edho krabicov\u00e9ho v\u00edna ze zahrani\u010d\u00ed. <em>\u201eV posledn\u00edch t\u0159iceti letech se spot\u0159eba v\u00edna \u2013 v p\u0159epo\u010dtu na litr \u010dist\u00e9ho lihu, v \u010cesku zv\u00fd\u0161ila o v\u00edce ne\u017e 40 procent, zat\u00edmco spot\u0159eba piva z\u016fstala v\u00edcem\u00e9n\u011b stejn\u00e1 a konzumace lihovin dokonce klesla o zhruba 15 procent,\u201c<\/em> up\u0159es\u0148uje Vladim\u00edr Darebn\u00edk.<\/p><p><img loading=\"lazy\" class=\"aligncenter wp-image-2138 size-full\" src=\"https:\/\/www.uvdl.cz\/wp-content\/uploads\/2024\/09\/Snimek-obrazovky-2024-09-29-v-20.39.48.png\" sizes=\"(max-width: 912px) 100vw, 912px\" srcset=\"https:\/\/www.uvdl.cz\/wp-content\/uploads\/2024\/09\/Snimek-obrazovky-2024-09-29-v-20.39.48.png 912w, https:\/\/www.uvdl.cz\/wp-content\/uploads\/2024\/09\/Snimek-obrazovky-2024-09-29-v-20.39.48-300x224.png 300w, https:\/\/www.uvdl.cz\/wp-content\/uploads\/2024\/09\/Snimek-obrazovky-2024-09-29-v-20.39.48-768x573.png 768w, https:\/\/www.uvdl.cz\/wp-content\/uploads\/2024\/09\/Snimek-obrazovky-2024-09-29-v-20.39.48-16x12.png 16w\" alt=\"\" width=\"912\" height=\"680\" \/><\/p><p>Ve stejn\u00e9m obdob\u00ed se podle n\u011bj navy\u0161ovaly sazby spot\u0159ebn\u00ed dan\u011b na lihoviny a pivo a spot\u0159ebn\u00ed da\u0148 na v\u00edno z\u016fst\u00e1v\u00e1 st\u00e1le nulov\u00e1.<\/p><h3>Omezen\u00ed \u010dern\u00e9ho trhu<\/h3><p>Vladim\u00edr Darebn\u00edk zmi\u0148uje i v\u00fdznam spot\u0159ebn\u00edch dan\u00ed a veden\u00ed transparentn\u00ed evidence o mno\u017estv\u00ed vyroben\u00e9ho alkoholu pro omezov\u00e1n\u00ed \u010dern\u00e9ho trhu. Podle odhad\u016f v obdob\u00ed p\u0159ed metanolovou af\u00e9rou poch\u00e1zelo a\u017e 25 % lihovin z \u010dern\u00e9ho trhu. Dnes po zaveden\u00ed nov\u00fdch p\u0159\u00edsn\u00fdch podm\u00ednek pro evidenci lihovin spojen\u00fdch s v\u00fdb\u011brem spot\u0159ebn\u00ed dan\u011b je tento trh odhadov\u00e1n na m\u00e9n\u011b ne\u017e 5 %. Podle Darebn\u00edka bylo sice nutn\u00e9 kv\u016fli zp\u0159\u00edsn\u011bn\u00e9 kontrole zav\u00e9st pom\u011brn\u011b n\u00e1kladn\u00e9 nov\u00e9 administrativn\u00ed procesy, ale ve v\u00fdsledku s pozitivn\u00edmi p\u0159\u00ednosy pro tuzemsk\u00e9 producenty lihovin a celou spole\u010dnost.
